The Metropolitan Council established
a foundation of democracy during local self-government age,
which was revived in 30 years in accordance with the pan-national
demands of the times. It has been performing its duties as
a spokesman for Busan citizens in reality as well as in name,
being a main organization of the citizen, by the citizen and
for the citizen and a body of legislation, administration,
inspection and arbitration. |

Main Duties
The Council has three duties approximately First, citizen
representation duty to request the inspection, investigation,
consent, approval and report on the administrative affairs
for executive organization and the presence of competent official;Second,
self-governing legislation duty; and Third, administrative
supervisory duty. |

Citizen Representation Duty |
|
The Council shall investigate
and decide all matters related to damage relief, punishment
of the illegal officers, opening and closing of acts,
operation of public facilities and other organization
of local self-government among petitions from the citizen.
( Petitioner shall write the purpose and reason of his
petition in detail after signing his name and address
and present it together with a letter of opinion of
one and more council members ). However, it shall not
deal with the matters that intervene with judgement,
insult national institutions and violate laws, or submitted
by more than one institution, or more than 2 items by
the same institution.

Self-Governing Legislation Duty
|
|
As the Self-Govering Legislation
Duty, the Council shall have the voting rights on the
establishment, revision and cancellation of the regulations,
the discussion and decision of the budget and the approval
of settlement of accounts. Also it has the voting rights
on all matters for imposition and collection of public
utilities charges, commission, share of expenses, local
tax or entrance fee, also matters for use of fund, acquirement
and disposal of main properties, and management and
disposal of public facilities.

Administrative Inspection Duty |
|
The Council shall audit and investigate
the affairs of local autonomous entity. If necessary,
it shall do on-the-spot inspection and have a right
to request a document, witness or statement of competent
local autonomous entity or subsidiary body. The administrative
affairs inspection shall be performed once a year within
10 days ( During session of regular meeting), which
shall be proposed under the joint signature of one-third
of Council membership for legal affairs inspection and
specific plan throughout local autonomous entity's affairs. |
