Member
The members of Busan Metropolitan Council are composed of 47 persons, 42 persons elected from local electorates and 5 persons elected by proportional representation system. The members hold office for 4 years. As a representative of citizens, Council member has various voting rights for establishment, revision and abrogation of regulation, deliberation and decision of budget and approval of budget settlement, and have an administrative affairs inspection & investigation right, Self-control council right, approval right, admission right and power to accept and disposal of petition.


President & Vice-President
The council has one President and two Vice-Presidents. They are elected by secret ballot at the general meeting under the presence of the majority of council members, and by the majority of voting rights of members present. They hold office for 2 years. The president shall represent the council, arrange proceedings, keep the order in the meeting hall and supervise the affairs of the council. In case of absence of the president, Vice-president shall act as a substitute for the president.


Standing Committee
The fixed member number of each standing committee shall be decided by regulations of Busan Metropolitan Council Committee. A member of the council can belong to one standing committee and a member of steering committee can hold an another position of other committees. But the president shall not be a member of standing committee. The committee has one president and one executive secretary. The president shall be elected among members of standing committee at the general meeting in accordance with president election. And executive secretary shall be elected by committee from its members and it shall be reported at the general meeting. The committee meeting shall be convened by approval of president for its necessity or at the request of one-third and more members. When being out of the session, in case that there are resolutions of the general meeting or the president approve for its necessity, or there is the request of one-third and more members or the chief of local autonomous entity, it shall be convened. The committee meeting shall be opened by the presence of one-third and more members and the resolutions shall be made by the presence of the majority of its members and by approval of the majority of its members present.


Special Committee
The special committee shall be composed by resolution at the general meeting. It can make and manage sub-special committees for closing account of budget and disciplinary. The committee has one president and one executive secretary. The president and executive secretary shall be elected by committee from its members, which shall be reported at the general meeting. The special committee shall be existed until its inspection matter is resolved at the general meeting.
